Frankfurt [ENA] An American fellowship program invites international journalists and mid-career media professionals to a year of non-degree graduate-level study and leadership development in the United States. There are rolling deadlines for different regions, ranging typically from April to September. Primary funding for the Hubert Humphrey Program is provided by the US Congress through the Department of State.

Participants are eligible from Sub-Saharan Africa, Europe, Middle East and North Africa, East Asia and Pacific, South and Central Asia and the Western Hemisphere. During the program, fellows pursue both their individual program goals and work closely with their Humphrey colleagues in workshops and seminars. Unlike a typical American graduate school experience, the program encourages fellows to travel away from their host campus to learn more about American culture and to network with their American peers. Applicants are required to have at least an undergraduate degree, a minimum of five years of full-time, professional experience, demonstrated leadership qualities, a commitment to public service in their community and fluent English.

US president Jimmy Carter established the Humphrey Program in 1978. A long-time advocate of international cooperation and understanding, Humphrey served as US vice president from 1965 to 1969 and for many years as a U.S. Senator from Minnesota, according to organizers. Since 1978, over 6,000 fellows from 157 countries have participated in the program. Approximately 150 fellowships are awarded annually. 13 universities in the US host Humphrey fellows including American University, Washington College of Law; Boston University; Cornell University; Massachusetts Institute of Technology; University of California, Davis and Vanderbilt University. Fellows are not able to choose which university they will attend.

The fellowship provides for payment of tuition and fees; living allowance; accident and sickness coverage; book and computer subsidies; foreign and domestic air travel plus an allowance for field trips, professional visits and conferences. Program fields include the areas of economic development and climate policy; communications/journalism, trafficking in persons and contagious and infectious diseases. Fellows may choose to apply to have their family join them shortly after they have arrived in the U.S. but the Humphrey Program does not provide an additional maintenance allowance for dependents.
